H.Res. 649
Presented to U.S. Congress
In the summer of 2023, GENIA formally presented its recommendations regarding H.Res. 649, titled “Calling on the United States to champion a regional artificial intelligence strategy in the Americas to foster inclusive artificial intelligence systems that combat biases within marginalized groups and promote social justice, economic well-being, and democratic values” (118th Congress, 2023–2024).
H.Res. 649, currently pending in the House Committee on Foreign Affairs and the House Committee on Science, Space, and Technology, seeks to advance inclusive AI policy, combat bias, and promote economic and social equity across the Americas.
RaceFor.AI supports the resolution’s goals and continues to provide recommendations to enhance equitable AI adoption and regional cooperation.

Frequently Asked Questions
1. Who Are We Trying to Reach and Support?
We empower communities in regions that have historically had limited access to the benefits of artificial intelligence, including underserved parts of the Americas and underrepresented industries and sectors. AI can transform education, healthcare, industries, and more—but many communities are still excluded from designing, developing, and deploying these innovations. Our goal is to close this gap by providing resources, training, and access to AI tools in an inclusive, relevant, and empowering way.
2. What Is the True Goal of This Initiative?
Our core objective is to promote equitable access to AI knowledge, tools, and opportunities. Whether through training programs, tailored AI solutions, or partnerships with local organizations, our goal is to empower individuals and communities to shape their own AI future. AI should not be something that merely happens to people—it should be something people understand, influence, and use to address real-world problems. Therefore, we emphasize not only technical capacity-building but also practical understanding of how AI can improve daily life and community well-being.
3. What Can People Do Beyond Sharing on Social Media?
We appreciate awareness efforts, but meaningful impact extends far beyond sharing. Here are several ways to get involved:
-
Engage With Our Resources: Participate in our learning materials, courses, workshops, and community programs—or help share them within underserved regions.
-
Collaborate and Partner: If you have connections with schools, non-profits, businesses, or regional organizations, facilitating partnerships can play a crucial role in expanding access.
-
Mentorship and Knowledge-Sharing: Individuals with AI expertise or related skills can contribute through mentoring, hosting workshops, or offering strategic guidance.
-
Support Local Innovators: Provide visibility, resources, funding, or expertise to help elevate voices and innovators within the regions we serve.
4. If Someone Needs Help, What Should They Do?
Anyone seeking support or wanting to get involved can reach out directly through our contact forms, sign up for newsletters or training programs, or attend local community events we host. We are actively developing a network of local hubs and collaborators to ensure people can connect with on-the-ground support. We also encourage individuals and groups to share their challenges, goals, and ideas with us—co-creation is essential to building AI solutions that are genuinely useful and relevant. 5. How Will We Reach People? Our outreach strategy combines digital engagement with in-person initiatives. In addition to online platforms and educational content, we are building partnerships with local organizations and government entities working to expand technology access.
We also plan to host in-region events such as training sessions, hackathons, and community workshops to ensure direct engagement with the individuals and communities that can benefit most.
